Historic overlay zone

A historic overlay zone is a mapped area with added rules. In Covington, Kentucky, trees on private property can fall under city rules inside such a zone.

The City of Covington says trees on private property generally do not fall under City regulation unless they are in a historic overlay zone or on a hillside where removal could affect slope stability or storm drainage. In those cases the trees may fall within the Neighborhood Development Code related to hillsides or tree preservation.

So a stump or tree in a Covington historic overlay zone may have extra rules. This page does not say what those rules are. Confirm with the city before work. A related case is hillside tree rules. For trees on public land, see street tree and public tree work permit. The post on Covington's street tree permit and your stump has more.
